CFO 3 Programme

The CFO 3 programme aims to improve social inclusion working with some of the most challenging and disengaged offenders to access education and training to help turn their lives around.


The Restore Trust is pleased to be a tier 2 provider working alongside the prime Contractor the Shaw Trust/Ixion Group and other specialist providers in the South West to deliver the HMPSS Co-Financing Organisation Round 3 (CFO 3) contract. The contract receives funding from the European Social Fund.

One of the core objectives of CFO 3 is to improve social inclusion. Many of the participants the Restore Trust work with have experienced multiple difficulties accessing education and training - excluding them from finding better opportunities after release from prison. The Restore Trust works with a range of specialist providers to help participants improve confidence, motivation and access specialist support to move participants towards accessing mainstream services and training and job opportunities.

A dedicated case manager and access to mentoring support is provided to every individual we work with to provide specialist guidance, advice and support as required. Participants will also be able to access accredited personal development and vocational training and specialist disclosure advice and support.

The CFO 3 programme of which The Restore Trust are proud to play a part takes an intelligent approach to addressing social exclusion and its link with reoffending by providing intensive case management and specialist support to participants who are most in need of it to help them change their lives and reduce their risk of reoffending. Our work is designed to be personalised with the individual participant in mind and recognises that there will be no quick fixes, so support is offered on a long-term basis to help build skills, confidence and motivation to help participants have the best opportunity to integrate back into the community”
